Not sure I do get it.
Since that looks like the route brake cooling takes, that would be "overheating and not overheating", right?

OK, so it's a permanent aero device. I thought by the GIF that it was something like an passive f-duct that stalled out at speed or some other witchcraft.

I thought it was some sort of tricky aero or something that would stall out at speed, and the "blown/ not blown" was happening during each lap.
Now I realize that it's a change, and the arrows were demonstrating before/after.
